[MASTER] Execution: stream mercator-talks from a hyperscaler

Description

Execution master under #695. DONE means: a real mercator-talks V0.9 session streams from a hyperscaler Windows GPU body to a sanctioned test head (cheeky-cactus class, bxl1-test-cloud district) over the mesh, with the in-session probe inside the 4.7 gate.

Execution order (existing children of #695 stay canonical for their scopes):

  1. Connect the Linux build infrastructure and CI (subticket below).
  2. Build and release hydraprobe v0.1.0 (#704, gate G0). Repo: github.com/cederikdotcom/hydraprobe.
  3. Hyperscaler credentials bootstrap (subticket below). HARD BLOCKER: neoremote has no AWS/Azure/GCP credentials and no cloud CLIs. Owner action required.
  4. GRID smoke test (#707, gate G2b) via the scripted rental (subticket below).
  5. Reflectors (#705) via cloud-init automation (subticket below), campaign (#706), gate G2.
  6. Pilot body (#708), mercator-talks delivery and first stream (subticket below), gate G3 = DONE for this master.

Program repo: github.com/cederikdotcom/hydrahyperscaler. Linux pipeline stack verified live 2026-09-14: linuxrunner v0.1.2, linuxpipeline v0.1.2, gitwatcher OK.
