hydraheadpico: Pico port of the head app with PBS handoff

Description

Phase 3 of hydraheadquest #544. Decision: separate head lane for Pico enterprise headsets (the account-free golden path: no Meta, no Steam).

  • Port hydraheadquest to Pico: the upstream moonlight-android-xr base already carries Pico support (pvr manifest entries, pico4 controller profile in the menu bindings). Same Hydra layer: QR enrollment (Pico has real cameras), heartbeat, catalog, WireGuard, diagnostics.
  • Head naming pico-head-<6 chars of device id>.
  • xr handoff targets the Pico Business Streaming client instead of ALVR (PBS 2.x bypasses SteamVR; native OpenXR streaming).
  • Fleet management via Pico business tooling, not Meta HMS.
  • Validate flat Moonlight streaming AND xr handoff on real Pico hardware; fluffy is the natural body for first tests.
