Reflect production-standalone bodies separately from bxl1-test parking

Description

Right now wobbly-llama-92 (node-5f8b7b59, hostname airborne-two) lives in district/venue `bxl1-test`, which by convention is the parking location used to scope a body out of normal body selection. In practice wobbly is actually running in production: it serves Mercator in standalone mode paired with a Steam Deck.

The taxonomy is misleading — anyone reading the cluster state will assume bxl1-test means "test/parked", but at least one node there is load-bearing production.

Proposal: introduce a way to mark/group production-standalone bodies that are intentionally outside the regular pool (new district like `bxl1-standalone`, a `standalone` mode flag on the node, or a tag/role). Goals:
- bxl1-test stays unambiguously "parked / out of selection"
- standalone production bodies are visibly production, with their pairing context (e.g. Steam Deck + Mercator) discoverable from the cluster
- selection logic still excludes them from the normal body pool

Not urgent, no behavior change requested right now — filing so the model better reflects reality. Wobbly is healthy and working as expected today (status online, hydrabody v1.11.29, RTX 5070 Ti, WG 10.10.100.8).
